Initial Set of Rules for Utopia by Babylon Horuv and Tai Koenig Immutable Rules I101. All players must always abide by all the rules then in effect, in the form in which they are then in effect Breaking of rules will be punished by the Chief of Police of the Utopian government. The rules in the Initial Set are in effect at the beginning of the first game. The Initial Set consists of rules I101-I127 (immutable) and M201-M224 (mutable). I102. Rules prefaced with an "I" are immutable, rules prefaced with an "M" are mutable, when a ruleÕs status is transmuted its name is also changed. I103. Quorum for a proposed rule change is defined to be 50% of Citizens plus 1 Citizen at the beginning of the prescribed voting period for that proposal. I104. All players begin with 0 points. Points may not be gained, lost, or traded except as explicitly stated in the rules. I105. A rule change is any of the following: (1) the enactment, repeal, or replacement of a mutable rule; or (2) the transmutation of an immutable rule into a mutable rule or vice versa. (Note: This definition implies that, at least initially, all new rules are mutable; immutable rules, as long as they are immutable, may not be amended or repealed; mutable rules, as long as they are mutable, may be amended or repealed; any rule of any status may be transmuted; no rule is absolutely immune to change.) I106. All rule changes proposed in the proper way shall be voted on. They will be adopted if and only if they receive the required number of votes and quorum is achieved. I107. Any proposed rule change must be posted in the Utopia Discussion Forum. If adopted, it must guide play in the form in which it was voted on. I108. No rule change may take effect earlier than the moment of the completion of the vote that adopted it, even if its wording explicitly states otherwise. No rule change may have retroactive application. I109. The Secretary of Legislation shall give each proposed rule change a number for reference, and post it in the Proposed Rule Change Forum. The numbers shall begin with M301, and each rule change proposed in the proper way shall receive the next successive integer, whether or not the proposal is adopted. If a rule is repealed and reenacted, it receives the number of the proposal to reenact it. If a rule is replaced or transmuted, it receives the number of the proposal to replace or transmute it. I110. Rule changes that transmute immutable rules into mutable rules may be adopted if and only if the vote is 80% or more among votes legally cast. Transmutation shall not be implied, but must be stated explicitly in a proposal to take effect. I111. In a conflict between a mutable and an immutable rule, the immutable rule takes precedence and the mutable rule shall be void in any and all ways contradicting an immutable rule. For the purposes of this rule a proposal to transmute an immutable rule does not "conflict" with that immutable rule. I112. The state of affairs that constitutes winning may not be altered from achieving n% of all points earned to any other state of affairs. The magnitude of n and the means of earning points may be changed, and rules that establish a winner when play cannot continue may be enacted and (while they are mutable) be amended or repealed. I113. Citizens may be given Positions. The positions Citizens may be given at the beginning of the game are Chief of Police, Secretary of Legislation, Supreme Court and Secretary of the Interior. A Citizen with a Position is called an Official. All Positions must be filled at all times. I114. There must always be at least one mutable rule. The adoption of rule changes must never become completely impermissible. I115. Rule changes that affect rules needed to allow or apply rule changes are as permissible as other rule changes. Even rule changes that amend or repeal their own authority are permissible. No rule change or type of move is impermissible solely on account of the self-reference or self-application of a rule. I116. Whatever is not prohibited or regulated by a rule is permitted and unregulated, with the sole exception of changing the rules, which is permitted only when a rule or set of rules explicitly or implicitly permits it. I117. No one may win until all players have at least 20 points each. I118. For a Proposal to be submitted to the Secretary of Legislation and become a Proposed Rule Change 25% of the Citizens must sign on in favor of the rule change. I119. Once a Proposal becomes a Proposed Rule Change it may not be changed except through proposal and ratification of a replacement. The Secretary of Legislation does not have the authority to change Proposals or Proposed Rule Changes. I120. The required votes for a proposal to be adopted are as follows: For a proposal which would directly alter the actions which are required of and/or forbidden to any official: a) a simple majority of all votes legally cast, if the official in question consents; b) a 2/3 majority of all votes legally cast, if the official in question does not consent; For all other proposals, a simple majority of votes legally cast. This rule defers to rules which set the required number of votes for proposals which propose to transmute a rule. I121. Each Citizen has exactly one vote. I122. Citizens may vote either for or against any Proposed Rule Change within its prescribed voting period. In order to be legally cast, the vote must be received by the Secretary of Legislation by the end of the prescribed voting period. The Secretary of Legislation may not reveal any votes until the end of the prescribed voting period. Any Citizen who does not legally vote within the prescribed voting period shall be deemed to have abstained. I123. At the end of the prescribed voting period on a Proposed Rule Change, the Secretary of Legislation shall reveal the number of votes legally cast on that proposal and how many are in favor and how many against. At this time any Officials whose consent is needed indicate whether they give their consent. If consent is neither indicated nor denied consent is implied. I124. An adopted rule change takes full effect at the moment of the completion of the vote that adopted it. I125. If two or more mutable rules conflict with one another, or if two or more immutable rules conflict with one another, then the rule with the lowest ordinal number takes precedence. If at least one of the rules in conflict explicitly says of itself that it defers to another rule (or type of rule) or takes precedence over another rule (or type of rule), then such provisions shall supersede the numerical method for determining precedence. If two or more rules claim to take precedence over one another or defer to one another, then the numerical method again governs. I126. All posts by officials in their official capacity must be posted on Posting day. I127. Any Citizen may choose to give eir vote in Proxy to another Citizen who may then vote that Citizens vote whenever the first citizen abstains. Citizens may give votes that they have been given in proxy to other Citizens as well as their own vote. All Proxy vote transfers must be posted on the Proxy Forum. A Proxy may be revoked at any time by posting said revocation on the Proxy Forum. Mutable rules M201. The winner is the first Citizen to achieve 100 (positive) points. If more than one Citizen achieves this condition simultaneously, all such Citizen win. When a game ends in this manner: -If there is only one winner, that Citizen is recorded in the high annals of Utopia as a Winner and appoints officials for the next game -If there is more than one winner, all winning Citizens are recorded in the high annals of Utopia as Winners and Officials are elected from among them by a majority of Citizens voting, which must consist of at least a Quorum of voters. If no quorum is achieved the Officials from the previous game retain their positions. -All players' scores are reset to 0. -A new game is begun. All rules and proposed rule changes retain the status they had at the end of the old game. M202. A proposal shall be made by posting it in the Discussion Forum with an appropriate title. Only Citizens may make proposals. M203. The prescribed voting period for a rule change shall be one week, beginning at the time the Secretary of Legislation posts the rule change to the Proposed Rule Change Forum M204. Groups of Citizens whose proposals are adopted shall receive 1 point per Citizen and 10 points to be divided among the Group as voted upon by the group Decided by the majority of the voters in the group, each person may draft their vote in whatever manner they wish and must submit their vote to the Secretary of the the Interior. The period of voting shall be 1 week following the announcement that the proposal has passed. The Secretary of the the Interior shall not release any votes prior to the end of the voting period and shall, at the end of the voting period, announce the division of points. In the event of a tie between rival proposals the Secretary of the the Interior shall publish the Proposals receiving the most votes in the Discussion Forum and a revote shall be called in which only those proposals may be voted for. M205. If players disagree about the legality of a move or the interpretation or application of a rule, then a player may invoke judgment by submitting a statement for judgment to the Supreme Court Disagreement, for the purposes of this rule, may be created by the insistence of any player. When judgment is invoked, the Supreme Court must, , render a judgment as described in the Rules. The Supreme Court must post the statement to be judged,in the Judgment Forum indexed with a number, starting with 1, and then each successive integer. M206. After the Supreme Court has posted the statement to be judged, the Supreme Court has one week in which to deliver a legal judgment. If the Supreme Court fails to deliver a judgment within this time, e is penalized 10 points and a new Supreme Court is selected. A judgment is delivered by posting the Judgment on the Judgment Forum. M207. A legal judgment is either TRUE, FALSE, or UNDECIDED. The judgment may be accompanied by reasons and arguments, but such reasons and arguments form no part of the judgment itself. If a judgment is accompanied by reasons and arguments, the Supreme Court must distribute the reasons and arguments along with the judgment. M208. All judgments must be in accordance with the rules; however, if the rules are silent, inconsistent, or unclear on the statement to be judged, then the Supreme Court shall consider game custom and the spirit of the game before applying other standards. M209. A Judgment may be overruled by 3/4ths of a voting Quorum M210. A proposal to overrule a judgment must be posted (on posting day) in the discussion forum and a voting period is given to vote, the votes are sent to the Supreme Court who announces the result at the end of the voting period and may not release any information about votes until that point. M211. Posting day is Thursday M212. In addition to duties which may be listed elsewhere in the rules, the Secretary of the Interior shall have the following duties: -register new players -maintain a list of all players, their current scores and e-mail addresses; and shall make such a list available to all players, on the web site -maintain a list of all Officials names and e-mail addresses and make such a list available to all players on the web site. M213. In addition to duties which may be listed elsewhere in the rules, the Secretary of Legislation shall have the following duties: -maintain a complete list of the current rules, and make such a list available to all players, on the web site -make a random determination whenever such determination is required by the rules. M214. In addition to duties which may be listed elsewhere in the rules, the Chief of Police shall have the following duties: - Decide when a rule has been broken and what the penalty shall be for breaking said rule, up to and including banishment from the game. Giving one week before punishment is carried out for an appeal to be posted and sent to eir via e-mail. Decisions and punishments shall be posted in the Judgment Forum M215. decisions by the Chief of Police regarding Guilt and Punishment may be appealed, if 3/4ths of a voting Quorum vote to overrule a decision it is overruled, this may be complete or partial and may also be a revision of punishment assigned. Citizens wishing to appeal a decision must post their appeal in the Discussion Forum where, if it is approved by 25% of the eligible voters it will be submitted to the Chief of Police who will post it in the Judgment Forum to be voted on. One voting period will be given in which to vote on an appeal M216. if the Chief of Police has a decision fully overruled he loses 10 points which are divided among the Group of Citizens in the same way as points are divided for passing a Proposal. M217. if the Chief of Police successfully passes a decision without modification he gains 5 points. M218. If a player believes that the rules are such that further play is impossible, or that the legality of a move cannot be determined with finality, or that a move appears equally legal and illegal, then the player may invoke judgment on a statement to that effect. If the statement is judged TRUE, then the player who invoked judgment shall be declared the winner of that game, and the game ends, with no provision for starting another game. This rule takes precedence over every other rule determining the winner of the game. M219. Officials may resign, if an Official resigns e remains in eir position until a new official is elected in an emergency election. Eir resignation must be posted on posting day, the voting period is then given to register votes with the Secretary of the Interior who may not reveal any votes until the voting period is finished and must then reveal the result. The result is determined by simple majority with no Quorum being necessary. M220. Officials are elected every month with 31 days votes must be submitted to the Secretary of the Interior by the 31st and new Officials are posted in Web site the following posting day. Officials are elected by the majority of a voting Quorum, if a Quorum cannot be achieved then the previous Official retains eir position. M221. Officials may be impeached. A proposal to impeach must be posted in the Discussion Forum and 25% of the voters must sign on for it to be submitted by e-mail to the Chief of Police (unless e is being impeached in which case it goes to the Supreme Court, if both are held by the same person then the Secretary of Legislation, then the Interior) who posts it in the Judgment Forum. 3/4ths of a voting Quorum must be in favor for the impeachment to pass in which case the impeached official appoints someone to carry out the rest of his term. M222. In the beginning of the game Tai Koenig is Secretary of Legislation and Secretary of the Interior and Babylon Horuv is Chief of Police and Supreme Court. M223. No Player may hold more than three Official Positions. M224. No posts which are unrelated to the game shall be allowed in any forum.
